Mackubin Thomas Owens, a senior fellow of the Foreign Policy Research Institute in Philadelphia, is editor of Orbis, FPRI’s quarterly journal. From 1987 to 2014, he was a professor of national security affairs at the U.S. Naval War College in Newport, Rhode Island.
