Stephen Williams has been a judge on the US Court of Appeals for the D.C. Circuit since 1986. He is currently working on a biography of Vasily Maklakov, a lawyer, legislator and public intellectual, and a relatively rare advocate of liberal democracy in pre-revolutionary Russia.
